What is a standard system?

I. What is a standard system?
According to the definition of a standard system in the Chinese national standard "Principles and Requirements for the Construction of Standard Systems" GB/T 13016-2018, a standard system is a scientific and organic whole formed by standards within a certain scope based on their inherent connections. A complete standard system includes the standard system structure diagram, standard detail table, standard statistics table, and the compilation explanation of the standard system table.
II. Why build a standard system?
Building a standard system is a method of applying system theory to guide standardization work. It is the foundation and prerequisite for carrying out the construction of a standard system and also the basis for compiling standards, revising plans and programs. The standard system table is a blueprint covering existing, necessary and expected-to-be-developed standards within a certain scope, and it is a standard system model.
In modern engineering projects, industries or sectors, and production and operation, which are becoming increasingly complex, with more clear divisions of labor, higher professional levels, and the need for mutual cooperation among relevant parties, reaching consensus on technical terms and conducting cooperation based on agreed dimensions, specifications, methods, etc., a standard system is required. The technical basis for mutual collaboration and coordination is the standard. Standards within a certain field need to be integrated to function as a whole, and this requires a standard system.
III. What are the principles for constructing the standard system?
When constructing a standard system, four basic principles should be followed. First, the goal must be clear. The standard system serves the business goals. The construction of the standard system should first clearly define the standardization goal. Second, the standard system should be comprehensive. The sub-systems and sub-sub-systems of the standard system, as well as the completeness of the standards listed in the standard system table. Third, the hierarchy of the standard system should be appropriate. Each standard item in the standard detail table should have a corresponding level in the standard system structure diagram. Secondly, to facilitate understanding and reduce complexity, the number of levels in the standard system should not be too many. Fourth, the division of sub-systems or categories within the standard system table, the scope and boundaries of each sub-system should be clearly defined. It should be done based on the same nature of standardized activities such as industry, profession or category, rather than based on the administrative jurisdiction scope of the administrative institutions.
IV. How to Build a Standard System?
Building a standard system generally involves five steps:
First, determine the standardization policy and goals, understand the business strategy that the standardization supports; clarify the vision and goals of the standard system construction; determine the implementation strategies, guiding ideology and basic principles for achieving the standardization goals; determine the scope and boundaries of the standard system. Understanding these contents is to facilitate the guidance and coordination of the standard system construction work of relevant departments.
Second, conduct investigation and research on the standard system. Generally, it is necessary to understand the construction situation of standard systems at home and abroad; the currently established standards and ongoing research projects; existing standardization-related issues and the demand for standard system construction.
Then, based on the policy, goals of standard system construction and specific standardization requirements, draw on the existing structural frameworks of standard systems in domestic and foreign countries, and analyze and establish the structural relationship of the standard system from different standardized objects' perspectives.
Once the structural relationship of the standard system is determined, a standard system table can be compiled. It usually includes a standard system structure diagram, a standard detail table, a standard statistics table and a standard system table compilation explanation.
Finally, carry out dynamic maintenance and update of the standard system. Because the standard system is a dynamic system, it should be continuously optimized and improved during use, and maintained and updated in accordance with the continuous changes in business needs and technological development.
V. What is a standard architecture diagram?
A standard architecture diagram is used to express the scope, internal structure within the boundaries, and intentions of the standard system. The structural relationships of the standard system generally include the "hierarchical" relationship between upper and lower layers, or the "sequential" relationship arranged in a certain logical order. It can also be a combination of the above-mentioned structural combinations.
VI. What is a standard detail table?
The header of a standard detail table describes the different attributes of the standard (or sub-system). Common headers of standard detail tables may include serial numbers, the number of the standard system, the name of the sub-system, the name of the standard, the reference standard numbers, the department in charge, the urgency level, the recommended level, the standard status, etc.
VII. What is a standard statistics table?
The format of a standard statistics table is set according to the statistical purpose into different standard categories and statistical items.
VIII. What is the compilation explanation of the standard system table?
The compilation explanation of the standard system table generally includes: the background of standard system construction; the construction goals, construction basis, and implementation principles of the standard system; a summary of relevant standardization situations at home and abroad; the principles and basis for dividing sub-systems at all levels; the explanations of all levels of sub-systems, including main contents, applicable scope, etc.; the handling opinions for intersections with other systems; opinions on coordination and complementation with other systems; suggestions for standard formulation and revision planning, etc.
